Belarus-Russia Digital Strategy

Both nations are focused on building their digital stacks to reduce dependence on foreign technologies. 

However, Belarus faces significant challenges, including reliance on Russia’s restrictive digital environment and outdated technology. This integration may increase digital control while exacerbating hardware and information dependency issues. The government’s push reflects a broader goal of consolidating digital sovereignty and reducing external vulnerabilities.
