Digital Monaco is mproving online services to match digital infrastructure success

Monaco is a small sovereign city and state located on the French Riviera, known for its luxury, casinos, and as a tax haven. However it is also quite advanced in government technology and human capital, according to the E-government 2022 report.

Despite that, I believe there’s room for improvement when it comes to public service delivery and design. However, I believe there’s room for improvement when it comes to public service delivery and design.

The principality is leveraging cutting-edge technologies (like big data analytics) to shape its smart city strategy. An urban hyper-vision system plays a crucial role in efficiently monitoring and managing various municipal functions, ensuring optimal urban governance.

By focusing on the impact of urban works on traffic, Monaco demonstrates a forward-thinking attitude towards addressing real-world challenges through data-driven insights.

And I believe that as Monaco continues to integrate technological advancements with a commitment to refining public services, it has the potential to create a model for a digital Monaco that balances technological prowess with citizen-centric design.

The “Extended Monaco Programme”

Extended Monaco Programme (initiated in April 2019 by HSH Prince Albert II) reflects a visionary approach to leveraging digital technology for societal and economic transformation.

This initiative aims to harness the full potential of digital advancements across all public policies and the economy, creating a responsible and protective digital environment in service to humanity.

In my view, the Extended Monaco digital transformation program enhances the country’s appeal in various ways. It simplifies many processes, like obtaining a residence card or applying for government housing, by allowing them to be completed online using a digital identity or signature.

This shift toward digitisation extends to different services for the population, making interactions with the government more convenient and easy.

Education is also a significant focus area of this program, contributing to a comprehensive and accessible digital experience for individuals in Monaco.

As Monaco continues on this path of digital evolution, the program’s multifaceted impact is poised to contribute positively to the overall well-being of its residents and further enhance the principality’s global appeal.

Having a very developed digital infrastructure

Monaco has a great, top-notch digital infrastructure. A staggering 97% of the population were internet users in 2022, reflecting widespread digital connectivity.

But it’s not only that.

An early adopter of 5G in 2019 (the first in Europe, to be precise), Monaco continues to lead in digital innovation. The introduction of Monaco Cloud, developed in collaboration with Amazon and Dell but operated by a local Monégasque company, is another great achievement.

The Principality’s own digital security agency oversees encryption, reinforcing its dedication to safeguarding sensitive data.

In 2023, Monaco took a huge step forward by adopting a VMware Sovereign Cloud facilitated by Monaco Cloud. This strategic move not only enhances data security and confidentiality but also accelerates the realisation of Monaco’s digital service goals.

Moreover, since 2018 (as part of the Extended Monaco program) the government has been using a 3D digital model (twin city) of the Principality for urban development studies.

This model, besides being a management tool for authorities, is becoming increasingly accessible to the public through websites and applications, thanks to simulation and visualisation efforts.

I believe these advancements not only showcase Monaco’s commitment to cutting-edge technology but also make digital resources more available and secure for everyone.

More focus on digital public services is needed

I believe that even with all the technological progress, Monaco needs to put more emphasis on improving its public services. There’s room for growth, and the focus should be on designing and delivering more effective and enhanced services to the public.

I think it’s crucial for Monaco to get a bit more creative and proactive in boosting e-participation among its citizens. This means finding innovative ways to engage people digitally and encouraging their active involvement in public affairs.

Unfortunately, based on the 2022 EGDI survey – the most recent one available – Monaco is trailing behind both the regional and global averages in these aspects.

I think this signals a clear opportunity for Monaco to step up its game in digital public services and citizen engagement, ensuring that they align with the global standards and expectations. It’s a chance to bring Monaco’s digital presence closer to the top and enhance the overall experience for its citizens.
