Digital Ukraine achievements in times of war inspire USA and Estonia

Reflecting on Ukraine’s recent experiences, it’s evident that even in the face of immense challenges like pandemics and wars, life can persist, and digitalisation becomes a crucial lifeline.

However, it’s disheartening that it often takes global crises (such as the Covid-19 pandemic and recent conflicts) to accelerate the adoption of digital solutions.

These events, tragic in their nature and causing loss and displacement, force us to confront the fragility of human existence.

Yet, amidst these hardships, we observe a silver lining – a surge in digitalisation.

The urgency of the war prompted not only Ukraine but also neighbouring countries (like Poland, for example) to swiftly develop digital services to aid the Ukrainian population.

It really shows how crises can act as powerful motivators for adopting and expanding digital solutions to meet the urgent needs of the people.

Resilience during war with a focus on security

Looking at Ukraine’s situation, it’s truly remarkable to witness the resilience of its people in the midst of Russia’s ongoing invasion.

Despite the profound hardships and trauma, Ukrainians are persisting—establishing new businesses, celebrating marriages, fulfilling tax obligations, and seeking financial assistance from the government. Much of this resilience can be attributed to Ukraine’s embrace of digitalisation.

Ukraine’s e-government performance is a testament to this resilience. In the 2022 EGDI report, Ukraine made a noteworthy leap, improving its ranking by 23 places from 69th in 2020 to 46th in 2022. Notably, it entered the very high EGDI group for the first time, marking a substantial achievement in the realm of digital governance. (However, keep in mind that this report came out before the beginning of the war.)

What I find particularly interesting is how Ukrainians have recognised the role of digital tools not just in efficiency but also in providing high levels of security. This realisation has been integral to their ability to navigate challenges during the war. It’s clear that security has been a core focus in Ukraine’s digital transformation journey.

The commitment to prioritising user and data safety became even more apparent on the eve of Russia’s full-scale invasion. Critical decisions were made to bolster security measures, including a strategic move to transition the entire Diia infrastructure to a cloud format.

This shift underscores Ukraine’s proactive stance in safeguarding its digital systems amidst heightened geopolitical tensions.

Ukraine’s Diia app

Analysing Ukraine’s Diia app, I believe it stands out as a crucial component of the country’s digital infrastructure.

Since its launch in September 2019, the Diia app has gained immense popularity, with over 19.2 million Ukrainians currently using it—installed on around 70% of the smartphones in the country.

In regions of Ukraine affected by Russian occupation, the Diia app often serves as the sole means for Ukrainians to access government services or receive assistance.

With the introduction of digital passport and driver’s license functions, Diia has seamlessly integrated into the routines of millions of Ukrainians. The challenges posed by the Russian invasion have further solidified the app’s position, making it an integral part of Ukraine’s everyday existence.

Beyond its wartime utility, Diia has been a transformative force in Ukraine’s digital governance over the past five years. It also has served to jumpstart the adoption of such systems in other countries.

For example, in 2023, USAID Administrator Samantha Power reiterated that they would be working to make Diia an open-source digital public good to give to other partner countries as well. Even Estonia (a global leader in the field of digital government for so long) will be implementing a similar app based on Diia.

Final thoughts

Ukraine’s journey through the challenges of the Russian invasion has highlighted the remarkable resilience of its people, facilitated by the country’s commitment to digital transformation.

The Diia app (a key player in Ukraine’s digital landscape) has not only proven its worth during wartime but has also become an essential part of everyday life for millions of Ukrainians.

The fact that even Estonia, a long-standing global leader in digital governance, is looking to implement a similar app based on Diia speaks volumes about the app’s effectiveness.

This showcases that even in times of war, Ukraine’s e-governance triumphs have become a source of inspiration, resonating not only within its borders but reaching across oceans to influence strategies in other countries as well.

The broader lesson here is that, even in the face of adversity, embracing digital innovation can empower societies, ensuring they can adapt, endure, and thrive.
