I have over twenty years of international experience in the intersection among sustainable development/ public policy innovation/impact investment, in complex, multi-cultural and multi-level stakeholder environments, leading to senior positions in government, international organizations and academia. My appointments in government and international organizations focus in creating opportunities through the development of strategies that address the organization's core challenges; Among them, leading the soft infrastructure strategies of capital projects, creating international cooperation and resource mobilization structures and processes, successfully negotiating sovereign credit as well as technical cooperation projects with bilateral and multilateral organizations such as World Bank, Inter-American Development Bank, U.N, European Union, British Council, in the areas of infrastructure, local development, health, tourism, environment, higher education, security, summing over U$2B in operations. In the academic environment, I have taught extensively in the areas of sustainable development, international cooperation, financing for development, promoted multidisciplinary research and project collaborations among academia/government/private sector nationally and abroad, created and delivered multiple academic products. As an international consultant, I have extensive experience in designing institutional strengthening models for the financiability of subnational entitites and developing the soft dimensions of capital infrastructure projects in LATAM and MENA.
