The Biden administration is enhancing the U.S. government’s global influence with a new ten-year Digital Policy by USAID. This policy aims to expand internet access and digital technology while promoting democracy and Western human rights standards, including through content censorship and propaganda tools.
It establishes a new office for digital infrastructure, increases the budget from $15 million to $30 million, and attracts private investments. The policy seeks to impact foreign politics by setting digital media standards and focuses on creating “healthy information ecosystems” through content control, including AI data enrichment and training for moderators.
